Environmental degradation, habitat fragmentation, pollution, illegal land-use activities, and increasing anthropogenic pressure have created significant challenges for effective animal habitat protection and environmental law enforcement. Conventional monitoring mechanisms based on field inspections, periodic surveys, and manual reporting often face limitations in geographical coverage, monitoring frequency, and timely identification of ecological violations. This research proposes an integrated digital framework for strengthening environmental governance through the application of Artificial Intelligence (AI), Internet of Things (IoT), remote sensing, Geographic Information Systems (GIS), drone-based monitoring, and digital compliance mechanisms. The proposed framework follows a systematic process involving environmental and habitat data acquisition, preprocessing and integration, AI-based ecological change detection, GIS-based spatial assessment, ecological risk analysis, legal compliance assessment, human verification, and environmental decision support. It facilitates the identification of potential ecological violations such as unauthorized deforestation, habitat encroachment, water pollution, illegal waste dumping, habitat fragmentation, unauthorized construction, and alteration of environmentally sensitive areas. AI supports automated pattern recognition, anomaly detection, classification, and risk prioritization, while GIS and remote sensing provide spatial and temporal evidence of environmental changes. The framework emphasizes a human-in-the-loop approach in which digitally detected events are treated as indicators requiring regulatory verification rather than automatic determinations of legal liability. The analysis highlights the potential of integrated digital technologies to improve continuous habitat surveillance, early violation detection, regulatory responsiveness, and evidence-based environmental decision-making. The framework provides a foundation for developing transparent, responsible, and technology-supported mechanisms for sustainable habitat conservation and environmental law enforcement.
