Abstract

Technological innovation is transforming wildlife conservation through digital surveillance systems such as camera traps, drones, GPS tracking, Internet of Things (IoT) sensors, acoustic monitoring, artificial intelligence (AI), and blockchain. Although these technologies improve wildlife monitoring, habitat protection, and detection of illegal activities, their deployment raises concerns regarding privacy, data protection, cybersecurity, community rights, digital evidence, and algorithmic accountability. This study examines the intersection of environmental law and technology-driven wildlife surveillance using doctrinal legal analysis, comparative regulatory assessment, and technology evaluation. It proposes an integrated legal framework based on legality, necessity, proportionality, privacy-by-design, data minimization, transparency, human oversight, security, community participation, and institutional accountability. An illustrative case study demonstrates the application of the framework to technology-enabled wildlife monitoring and evaluates technological performance alongside legal and governance compliance. The findings indicate that effective digital conservation requires technological capabilities to be supported by clear regulatory safeguards and accountable governance mechanisms. The proposed framework provides a structured approach for balancing biodiversity conservation with privacy, security, community interests, and responsible technological innovation.
