Women's socio-economic development is an essential component of inclusive growth, social justice, gender equality, and sustainable development. Women play a significant role in family welfare, education, agriculture, fisheries, entrepreneurship, employment, and community development. However, various socio-economic challenges, including poverty, unemployment, gender discrimination, inadequate educational opportunities, unequal wages, limited access to financial resources, and insufficient social security, continue to hinder women's development. Recognising these challenges, the Government of India and the Government of Tamil Nadu have introduced several welfare programmes to improve women's living conditions and strengthen their economic independence.
The present research article examines the socio-economic welfare measures implemented for women in Tamil Nadu, with special reference to Nagapattinam District. It focuses on educational welfare, economic assistance, employment opportunities, self-help groups, entrepreneurship development, healthcare, social security, and women's empowerment. Particular attention is given to selected government initiatives, such as the Kalaignar Magalir Urimai Thittam, Pudhumai Penn Scheme, Vidiyal Payanam Scheme, Tamil Nadu State Rural Livelihoods Mission, and various social security and maternal healthcare programmes.
The article emphasises that women's welfare should not be restricted to financial assistance alone but should encompass education, employment, healthcare, financial inclusion, entrepreneurship, social protection, and participation in decision-making processes. Strengthening district-level administration, improving public awareness, supporting self-help groups, simplifying administrative procedures, and developing gender-responsive public services are essential for achieving sustainable women's empowerment.
In this context, this research article highlights the significant role of district administration in identifying eligible beneficiaries, disseminating information about welfare schemes, coordinating departmental activities, monitoring programme implementation, and ensuring the effective delivery of welfare benefits. It also examines the major challenges associated with public awareness, accessibility, documentation, digital literacy, administrative coordination, and beneficiary satisfaction. The article argues that the effective implementation of socio-economic welfare measures can significantly improve women's quality of life, promote economic independence, strengthen social security, and contribute to inclusive and sustainable development in Nagapattinam District and Tamil Nadu.
